Body
WHEREAS, by Jackson County Ordinance No. 5360, a question was placed on the ballot to approve a monthly fee on telecommunication lines with the purpose of funding emergency 911 services in the County; and,
WHEREAS, such ballot question was approved on November 3, 2020; and,
WHEREAS, on December 21, 2020, Ordinance No. 5468 was approved by the Jackson County Legislature to implement the collection of this tax for the purposes of providing 911 services throughout the County; and,
WHEREAS, pursuant to voter approval and Jackson County's Charter, these funds are held in a trust by the County for the benefit of all residents and first responder agencies and a structured, transparent grantmaking process is necessary to ensure lawful and equitable use of these funds; and,
WHEREAS, the grant funding process will support implementation, enhancement and
improvement of the 911 infrastructure for Jackson County; and,
WHEREAS, Jackson County will solicit grant applications for the use of these funds in 2025 from September through October; and,
WHEREAS, the Jackson County Legislature shall hold public hearings for the opportunity to hear directly from applicants; and,
WHEREAS, a final scoring sheet shall be used to guide recommendations for funding awards; and,
WHEREAS, final scoring sheets shall be submitted by November 7, 2025; and,
WHEREAS, the remaining funds available for 2025 distribution in the E-911 Grant Fund totals $4,500,000; and,
WHEREAS, the minimum award per entity shall be $50,000.00 and the maximum award per entity shall be $400,000.00; and,
WHEREAS, unallocated funds may be reserved to offset Mid-America Regional Council (MARC) systemwide regional 911 fees or b...
