Body
WHEREAS, the Prosecuting Attorney has recommended execution of a Cooperative Agreement ("Agreement"), a copy of which is attached hereto and incorporated herein by reference, for the funding of Children's Mercy Hospital's Team for Infants Endangered by Substance Abuse program ("TIES program"); and,

WHEREAS, the TIES program is a multi-agency intensive, home-based intervention program designed for pregnant and parenting women and their families; and,

WHEREAS, TIES program staff provides direct services in support counseling, parenting education, transportation, emergency assistance, and access to specialized pediatric medical developmental follow up; and,

WHEREAS, the TIES program is requesting Anti-Drug Sales Tax funds in the amount of $75,000.00 to serve as a portion of the local grant match for a grant awarded by the U. S. Department of Health and Human Services in the amount of $350,000.00 for the grant period of October 1, 2005 to September 30, 2006; and,

WHEREAS, this program is a collaborative effort involving several community organizations; and,

WHEREAS, the Prosecuting Attorney recommends the use of $75,000.00 from the Anti-Drug Sales Tax Fund for the requested grant match with quarterly payments of $18, 750.00; and,

WHEREAS, the Administration recommends the execution of the proposed Cooperative Agreement; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute an Agreement with Children's Mercy Hospital ...
