A RESOLUTION awarding a contract on Request for Proposals No.127-97 for the furnishing and installation of inmate tracking and commissary management systems for use by the Jackson County Detention Center to QueTel of Washington, D.C., at a cost to the County not to exceed $627,000.00.

Body
WHEREAS, the Purchasing Director has solicited formal written bids on Request for Proposals No. 127-97 for the furnishing and installation of inmate tracking and commissary management systems for use by the Jackson County Detention Center; and,
WHEREAS, he has received as the lowest three proposals thereon, proposals from the following:
VENDOR
QueTel Corp.
Washington, D.C.
EPIC Solutions Inc.
San Diego, CA
Ideal Electronic Security Co.
Reston, VA
and,
WHEREAS, the Purchasing Director has recommended that award be made to QueTel of Washington, D.C., for the reason that it has submitted the lowest and best proposal meeting specifications, as set forth in the attached recapitulation and analysis; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Purchasing Director, and that the County Executive be, and is hereby, authorized to execute for the County any documents necessary to the accomplishment of the award; and,
BE IT FURTHER RESOLVED that the Director of the Department of Finance is authorized to make all payments, including final payment on the contract.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
