Body

WHEREAS, each year the Missouri Association of School Administrators (MASA) selects a school superintendent who exemplifies strong leadership skills, focuses on student learning, and participates in school and community activities; and,

WHEREAS, Dr. Paul James, Superintendent of the Ft. Osage School District, exemplifies these characteristics and has been chosen by MASA as Missouri Superintendent of the Year for 2000; and,

WHEREAS, because of his strong leadership skills, focus on student learning, effective communication abilities, and participation in school and community efforts, Dr. James was a likely choice for this prestigious award; and,

WHEREAS, with a strong sense of pride in the Fort Osage School District, Dr. James has led the District in building level planning resulting in increased resources and programs focusing on student performance issues, smaller class sizes, professional development and new teacher evaluation systems, increased opportunities for students, and development and implementation of a comprehensive electronic curriculum format; and,

WHEREAS, student improvements during Dr. James' tenure include:
Percent of students scoring above national average on ACT increased from 17.5% to 45%
Percent of students taking ACT having taken core classes increased from 30-64%
Percent of graduates enrolled in college increased from 26-50% in 1999
Results from Terra Nova assessment increased in every subject grade level at every grade level in 1998-99
Suspensions in and out of school decreased 40% in grades 7-12
Dropout rate decreased from 6-8% range to 3.5 - 5%
