Body
WHEREAS, the free flow of information is key to our democratic society, such that the challenge for policy makers is to balance the public right to information with the individual's right to privacy and the interests of efficient government operations; and,

WHEREAS, Missouri's Sunshine Law is an attempt to balance these interests and all County elected officials and their staffs should be as informed as possible regarding its provisions; and,

WHEREAS, on June 28, 2006, Lorman Education Services will sponsor a seminar in Kansas City entitled "What you need to know about Public Records and Open Meetings in Missouri;" and,

WHEREAS, this seminar will provide valuable guidance to county elected officials and staff in many of the issues and requirements of the Sunshine Law; and,

WHEREAS, the Legislature supports this training and encourages all County elected officials and their staffs to attend; and,

WHEREAS, the Legislature believes that that funding of this training, at a cost of $309.00 per attendee, should be a budget priority and will use its best efforts to ensure that funding is identified to pay for the attendance of all interested County elected officials and their staffs; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature supports the upcoming Missouri Sunshine Law seminar and encourages all County elected officials and their staffs to attend; and,

BE IT FURTHER RESOLVED that it is the intent of the Legislature that County funding be used to pay for this attendance.
