Body
WHEREAS, the term of Jerry Mackey, a member of the Jackson County Sports Complex Authority, expired on July 15, 1996; and,

WHEREAS, pursuant to ยง64.930, RSMo, 1994, and case law construing said section, in the event a vacancy exists, a panel of three names shall be submitted by majority vote of the county legislative body to the governor for appointment; and,

WHEREAS, by Resolution 11335, dated June 17, 1996, the Legislature did nominate three persons for this vacancy and their names were subsequently transmitted to the Governor for his consideration; and,

WHEREAS, one of the Legislature's nominees later expressed his desire that his name be withdrawn from consideration; and,

WHEREAS, the Legislature thereafter, by Resolution 11697, dated April 14, 1997, nominated an additional person for consideration by the Governor so that the governor would have a full nominating panel from which to make his appointment; and,

WHEREAS, by letter of December 16, 1999, the Governor returned the panel so nominated and requested that the Legislature nominate a new panel; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the following names shall be submitted to the Governor for his consideration for final appointment to fill the vacancy on the Jackson County Sports Complex Authority occasioned by the expiration of the term of Jerry Mackey, for a new term to expire July 15, 2001:
A. Gerald E. Winship
B. Joseph A. Privitera
C. Carl Schweitzer
and,

BE IT FURTHER RESOLVED that the Clerk of the Legislature be and hereby is directed to submit this panel to the Governor by providing him a true...
