Body
WHEREAS, the Washington, D.C.-based National Law Enforcement Officers Memorial Fund (NLEOMF) is a nonprofit organization dedicated to honoring America's law enforcement officers for their service and sacrifices; and,

WHEREAS, in 1996 the NLEOMF began its Officer of the Month program, recognizing federal, state, and local officers who distinguish themselves through exemplary law enforcement service and devotion to duty; and,

WHEREAS, the Officer of the Month chosen for January 1999 was Master Patrol Officer Melvin E. Blunt of Lee's Summit, Missouri; and,

WHEREAS, for the past 22 years, Officer Blunt has dedicated his life to safeguarding the citizens of Lee's Summit, Missouri, beginning as an officer in 1977; and,

WHEREAS, on May 13, 1983, Officer Blunt was shot twice by a wanted felon during a routine traffic stop, and was severely wounded; and,

WHEREAS, in spite of his injuries, Officer Blunt was able to radio for assistance, give a description of the felon and direction of escape, and, because of Officer Blunt's courage under such duress, his assailant was captured; and,

WHEREAS, in 1988, Officer Blunt founded the Lee's Summit Youth Court, a program that receives referrals from Family Court; and,

WHEREAS, Officer Blunt has also received recognition from several civic organizations, including the Missouri PTA, for his contributions made to the improvement of the quality of life to all children in Lee's Summit; and,

WHEREAS, Officer Blunt was a co-founder of the D.A.R.E. program in Lee's Summit and is currently a D.A.R.E. instructor and known in the schools as Officer Mel; and,
