Body
WHEREAS, as a committed advocate for persons with developmental disabilities, William (Bill) Ballew has promoted the philosophy that parents and guardians of children with disabilities have a right to be heard; and,

WHEREAS, during the 1960's and 1970's, Bill worked with families of children with disabilities and the Missouri General Assembly to expand educational services for school-aged children with disabilities; and,

WHEREAS, in 1976, Bill worked with the Metropolitan Council on Developmental Disabilities in passing a tax levy in Jackson County, Missouri, to establish the Jackson County Board of Services for Developmental Disabilities; and,

WHEREAS, having served as a board member and officer of the Jackson County Board of Services for Developmentally Disabled since 1976, Bill has consistently been dedicated to the task of developing and strengthening service delivery to persons in Jackson County with developmental disabilities; and,

WHEREAS, during his tenure with the Board, Bill has assisted in upgrading and expanding residential services for hundreds of Jackson County citizens with developmental disabilities, has been instrumental in constructing sheltered workshops and providing other vocational opportunities for persons with disabilities, has been actively engaged in the construction and/or renovation of twenty-eight facilities providing services to adults and children with disabilities, and has helped establish a county-wide transportation system for persons with disabilities; and,

WHEREAS, Bill has served as President, Legislative Committeeman, Chairman of the Machinists Non-Partisan League, Chairman of the Building Corporation, and...
