AN ORDINANCE transferring $24,492.00 within and appropriating $244,922.00 from the fund balance of the 2011 Anti-Drug Sales Tax Fund in acceptance of the "Sentenced to the Arts Grant" from the Missouri Department of Public Safety, and authorizing the County Executive to execute Cooperative Agreements with Arts Tech of Kansas City, MO, Deana Bellamaganya of Kansas City, MO, and Jennifer Osborne of Kansas City, MO, for the Prosecuting Attorney's Office's Sentenced to the Arts program, at an aggregate cost to the County not to exceed $244,922.00.

Body
WHEREAS, the Missouri Department of Public Safety has awarded the County a grant in the amount of $220,430.00, to be used to fund a portion of the Prosecuting Attorney's Sentenced to the Arts program for the period of October 1, 2011, through September 30, 2012; and,
WHEREAS, the grant requires matching funds in the amount of $24,492.00; and,
WHEREAS, the Sentenced to the Arts program provides expressive therapy programs and services to adjudicated youth; and,
WHEREAS, the Prosecuting Attorney's Office recommends Cooperative Agreements with Arts Tech of Kansas City (Jackson County), MO, in the amount of $176,282.00, which will provide oversight and implementation of the program, Deana Bellamaganya of Kansas City (Jackson County), MO, in the amount of $53,040.00, who will manage and direct the program, and Jennifer Osborne of Kansas City (Jackson County), MO, in the amount of $15,600.00, who will coordinate the re-entry portion of the Sentenced to the Arts Program and will identify eligible program youth to transition back into the community through the MyARTS program; and,
WHEREAS, a transfer and appropriation are necessary to place the grant and matching funds in the proper spending accounts; and,
