A RESOLUTION recognizing Richard "Dick" Halliburton, for his service with Legal Aid of Western Missouri for the past 38 years, and congratulating him on his retirement.

Body
WHEREAS, Richard "Dick" Halliburton has been an attorney with Legal Aid of Western Missouri for the past thirty-eight years, and has served as the organization's Executive Director for the past twenty years; and,
WHEREAS, Dick received his education from the University of Missouri at Kansas City, earning his B.B.A. in 1963 and his J.D. in 1969; and,
WHEREAS, during Dick's tenure as Executive Director, the organization has handled more than a quarter million cases, obtained thousands of protective orders and divorces for victims of domestic violence, preserved housing for thousands of low-income tenants, and obtained Medicaid and/or SSI benefits for thousands of citizens with disabilities that keep them from working; and,
WHEREAS, under Dick's leadership, Legal Aid of Western Missouri has prosecuted the Tinsley v. Kemp litigation, which led to new and renovated public housing in Kansas City, reduced vacancy rates in public housing, and reduced crime in public housing; and,
WHEREAS, Legal Aid of Western Missouri has worked on numerous community development projects with the City of Kansas City to reduce blight, increase home ownership, and otherwise strengthen the City's neighborhoods; and,
WHEREAS, Dick has brought together an excellent and talented team of attorneys at Legal Aid of Western Missouri, many of whom have been on the staff for more than twenty years; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature hereby recognizes and congratulates Richard "Dick" Halliburton for his outstanding dedication and service to Legal Aid of Western Missouri...
