AN ORDINANCE rescinding Resolution 11121, dated January 8, 1996, amending Ordinance 2497, dated November 27, 1995, and authorizing the County Executive to execute an addendum to the agreement with the Southern Christian Leadership Conference for the funding of additional expenses of the 1996 King Birthday Celebration and other programs honoring Dr. Martin Luther King, Jr., to be conducted during the remainder of 1996, at a additional cost to the County not to exceed $35,000.

Body
WHEREAS, pursuant to Ordinance 2489, dated November 6, 1995, the County did authorize the County Executive to execute an agreement with the Southern Christian Leadership Conference (SCLC) to partially fund the expenses of the 1996 King Birthday Celebration, in an amount not to exceed $30,000; and,
WHEREAS, due to a misunderstanding between SCLC and County personnel, the SCLC believed it was authorized to apply the proceeds of this agreement toward certain unpaid bills from the prior year's celebration; and,
WHEREAS, the County agrees that it was an appropriate use of the County funds to meet these expenses and now desires to provide the SCLC with additional funding to assist it in its programs honoring Dr. King, both the 1996 Birthday Celebration and other programs throughout the remainder of 1996; and,
WHEREAS, in order to provide this funding, it is necessary that Ordinance 2497, dated November 27, 1995, which adopted the 1996 Jackson County Budget, be amended so as to allow funds originally budgeted for the 1997 King Birthday Celebration to be used as set out above; and,
WHEREAS, the attached addendum provides a suitable mechanism for the transfer of these funds; and,
