Body
WHEREAS, the Purchasing Director has solicited formal written bids on Request for Proposals No. 114-95 for the lease- purchase of a financial software package for use countywide; and,

WHEREAS, he has received as the lowest three proposals thereon te following:
VENDOR BASE BID

Computer Center $162,450.00
Falmouth, ME

Eden Systems $183,747.00
Yakima, WA

Pentamation Enterprises $287,650.00
Bethlehem, PA

and,

WHEREAS, the Purchasing Director has recommended that award be made to Eden Systems, Inc., of Yakima, WA, for the reason that its is the lowest and best proposal meeting specifications, as set forth in the attached recapitulation and analysis; and,

WHEREAS, the Director of Purchasing has also recommended acquisition of the Informix database product and tools software required to operate the financial software, from the same vendor, at the additional cost of $49,087.50, for a total cost of $232,834.50; and,

WHEREAS, due to the high cost of this package, the Manager of the Division of Finance has recommended that it be acquired by way of a lease-purchase, financed over a three-year period; and,

WHEREAS, the Manager of the Division of Finance has requested that he be authorized to negotiate with financial institutions for the lease-purchase financing of the package, and contract with the institution offering the terms he deems most advantageous to the County; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Purchasing Director, ...
