BE IT ORDAINED by the County Legislature of Jackson County, Missouri, as follows:
Section 1. At the next election to be held on Tuesday next following the first Monday in November, 1997, the County Legislature does hereby submit to the qualified voters of sewer district #102, Jackson County, for approval or rejection a question to authorize the Jackson County Director of Public Works (acting as the sewer engineer) to impose upon all improved lots (those lots having a structure built thereon) within sewer district #102 (Carriage Oaks), a monthly flat sewer fee, not to exceed $43.70.
Section 2. The qualified voters at the election at which the question set forth in this Ordinance is submitted shall vote by ballot and such ballot shall be substantially the following form:

Shall the County Legislature of Jackson County, Missouri be authorized, through the Director of Public Works (acting as Sewer Engineer), to impose upon all improved lots (those lots having a structure built thereon) within sewer district #102 (Carriage Oaks), a monthly flat sewer fee, not to exceed $43.70?
