Body
WHEREAS, ten states and the District of Columbia have held a sales tax holiday during the past five years, saving consumers hundreds of millions of dollars in sales taxes while simultaneously stimulating the local retail economies of those states ; and,

WHEREAS, the Missouri General Assembly, during its regular 2003 session, determined that a limited sales tax holiday would benefit Missouri's citizenry and the state's economy; and,

WHEREAS, the General Assembly enacted Senate Bill 11 which establishes a sales tax holiday in Missouri on certain purchases of clothing, shoes, school supplies and computers from August 13 through 15, 2004, a time when parents and students across Missouri will be preparing for the return to all levels of schooling, including elementary and secondary schools as well as colleges and universities; and,

WHEREAS, Senate Bill 11 also authorizes local governmental bodies including counties and cities to independently decide whether to participate in the sales tax holiday; and,

WHEREAS, the Jackson County Legislature considers the sales tax holiday an important means of reducing the sales tax burden on its citizens, of assisting parents and students in preparing for another year of study and education, and a means of stimulating retail sales and attracting shoppers from across the region to Jackson County; now therefore,
