Body
WHEREAS, by Resolution 12794, dated June 25, 1999, the Legislature did direct the Legislative Auditor to conduct an audit of the financial transactions and accounts relating to the Jackson County Detention Center Annex Project; and,

WHEREAS, by that same Resolution the Legislature requested the State Auditor to render such assistance in this audit as she deems appropriate; and,

WHEREAS, since the adoption of Resolution 12794, the Legislative Auditor has undertaken this audit, with the assistance of the State Auditor's staff although a contract with the State Auditor's office for its services has not been finalized; and,

WHEREAS, since that time the County Executive has announced that, due to her concerns about the timeliness and lack of impartiality of the State Auditor as directed by the Legislature, she has engaged the firm of KMPG Peat Marwick to conduct a separate audit relating to the same matters; and,

WHEREAS, due to Peat Marwick's status as the County's retained independent auditor for the County's annual audit, some members of the Legislature have expressed concerns about that firm's impartiality as well; and,

WHEREAS, the Legislature now believes that the parallel audits now being performed are a duplicative effort and may not be in the best interests of the citizens of Jackson County; and,
