Body
WHEREAS, Section 1040.1 of the Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source; and,

WHEREAS, Section 1063.00 of the Code requires notification of and approval by the Legislature on such sole source purchases exceeding $5,000.00; and,

WHEREAS, pursuant to Resolution 9643, the County entered into a contract dated April 29, 1993 with Government Systems, Inc., for the furnishing of an on-line recorder's system (software) for u e by the Records Department; and,

WHEREAS, in the course of the installation of the system, additional needs and requirements of the Records Department were identified by it and the County's MIS Department, which needs can only be provided by the original vendor of the proprietary software system, Government Systems, Inc.; and,

WHEREAS, the Purchasing Director, the Director of Records, and the Director of County's MIS Department all recommend that the original contract with Government Systems, Inc., of Dallas, TX, be amended to provide for the additions and modifications to the software system and the furnishing
of maintenance thereon, in accordance with the Addendum to Contract attached hereto; and,
