Body
WHEREAS, the County has created sanitary sewer districts pursuant to 249.430 et seq., RSMo, in the Farview and Salem East subdivisions in the unincorporated County, adjacent to the City of Independence's city limits; and,

WHEREAS, the County does not operate an extensive sanitary sewer system in the unincorporated area of the County and doe not provide water or other essential services to the residents of these subdivisions, making collection of delinquent accounts difficult; and,

WHEREAS, the City does operate an extensive sanitary sewer system and provides water to the residents of Farview and Salem East; and,

WHEREAS, the City and County are exploring the possibility of the City assuming control of the operation and control of these sanitary sewer districts from the County; and,

WHEREAS, the City is only interested in doing so if the current condition of the sewers is up the City's standards; and,

WHEREAS, in order to determine the condition of the sanitary sewers, the County and City staffs have agreed that the sewers should be televised at the County's expense; and,

WHEREAS, the City is capable of performing the desired televising service; and,

WHEREAS, the attached Intergovernmental Cooperative Agreement provides a satisfactory mechanism by which to accomplish this purpose; and,

WHEREAS, this Agreement is in the best interest of the health, welfare, and safety of the citizens of the County; now therefore,
