Body

WHEREAS, Jackson County and the City of Kansas City, MO have collaborated to address the issue of vacant, tax-delinquent homes throughout the city, particularly in its urban core; and,

WHEREAS, some communities in the United States are investigating the use of land banks to deal with these blighted properties and to cultivate good economic development plans; and,

WHEREAS, Local Initiatives Support Coalition (LISC) of Kansas City (Jackson County), MO, is a local non-profit organization that is dedicated to transforming distressed neighborhoods into healthy and sustainable communities and will assist in writing legislation for the establishment and formation of a land bank in Kansas City; and,

WHEREAS, an agreement with LISC to provide consulting services to the County regarding the formation of a land bank is in the best interest of the health, safety, and welfare of the citizens of Jackson County; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute for the County a Consulting Agreement with LISC, in a form to be approved by the County Counselor, at a cost to the County not to exceed $9,000.00; and,

BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the contract.
