Body
WHEREAS, the Director of Finance and Purchasing requested formal written proposals on Request for Proposals No. 7-07 for the installation and operation of ATM machines at the Kansas City Courthouse and the Independence Courthouse Annex ; and,

WHEREAS, a total of thirty-seven (37) notifications were distributed and three responses received, one of which was considered non-responsive; and,

WHEREAS, responsive bids were received and evaluated for the following:
United Equipment Leasing
Kansas City (Clay County), MO

Universal Money Centers
Mission, KS
and,
WHEREAS, the Director of Finance and Purchasing recommends award to United Equipment Leasing for the reason that it has submitted the overall best bid, and,

WHEREAS, under United's proposal, the County will pay no fee for the machine but will be responsible for providing a dedicated telephone line and dedicated electrical outlet for the ATM machine and will receive a $ .50 (50 cents) per transaction fee; and,

WHEREAS, the Legislature has determined that the proposal of Universal Money Centers of Mission, KS, which would charge users a $2.00 user fee per transaction (as opposed to United's $3.00 user fee), but pay the County a $ .50 (50 cents) transaction fee after 350 transactions per month, is the best overall bid; now therefore,
