AN ORDINANCE appropriating $65,320.00 from the fund balance of the 2011 Federal Forfeiture Fund and awarding a contract for the furnishing of eight Harley-Davidson Police Electra FLHTP motorcycles for use by the Sheriff's Office to Blue Springs Harley-Davidson of Blue Springs, MO, under the terms and conditions of Invitation to Bid No. 63-11, at a cost to the County not to exceed $65,320.00, and declaring six Harley-Davidson motorcycles as surplus and authorizing their disposal by way of a trade-in.

WHEREAS, the Director of Finance and Purchasing has solicited bids on Invitation to Bid No. 63-11 for the furnishing of eight Harley-Davidson police motorcycles for use by the Sheriff's Office; and,
WHEREAS, a total of four notifications were distributed, and three responses were received, as follows:

WHEREAS, the Director of Finance and Purchasing recommends award of a contract for the furnishing of eight Harley-Davidson police motorcycles to Blue Springs Harley-Davidson at a cost to the County not to exceed $65,320.00 for the reason that it has submitted the lowest and best bid; and,
WHEREAS, the Director further recommends that six existing Harley-Davidson motorcycles used by the Sheriff's Office be declared surplus and be used as a trade-ins on this purchase; and,
WHEREAS, the Sheriff has proposed to use federal forfeiture funds to accomplish this purchase; and,
WHEREAS, the U.S. Treasury Department has authorized the use of these funds; and,
WHEREAS, an appropriation is necessary to place the funds in the appropria...
