Body
WHEREAS, by Ordinance 3420, dated September 22, 2003, the Legislature did authorize the issuance of not to exceed $26,000,000.00 principal amount of Jackson County Public Building Corporation Leasehold Revenue Bonds (Capital Improvements Project) Series 2003; and,

WHEREAS, by Ordinance 3439, dated November 10, 2003, the Legislature did appropriate $21,989,373.00, as a portion of the proceeds of the bond issue; and,

WHEREAS, included within the funds appropriated by ordinance 3439 was $6,000,000.00 for the Public Works Department for use in designing and contracting road and bridge projects; and,

WHEREAS, in presentations to the Legislature on these ordinances, the Director of Public Works has stated that the Liggett Road Realignment Project was a priority for the department's use of these funds; and,
WHEREAS, after consultation with representatives of the City of Blue Springs, the director now recommends that the Liggett Road Project be deferred until 2005 to allow the City an opportunity to secure federal funding for its share of the project; and,

WHEREAS, the director also recommends that he be allowed to use the funding previously appropriated on the Old 40 Highway Bridge Replacement and Courtney/Atherton Bridge projects, and the design of four other drainage structures; and,

WHEREAS, the modification of construction priorities for use of available bond funding, as recommended by the Director of Public Works, is in the best interests of the health, welfare, and safety of the citizens of Jackson County; now therefore,
