Body
WHEREAS, in 1984, Leonard L. Smith, Jr., began employment with the Missouri Department of Revenue's General Counsel's Office in Kansas City; and,

WHEREAS, since that time he has handled hundreds of cases for the Director of Revenue involving trials de novo from administrative hearings in Jackson, Platte, and Clay counties; and,

WHEREAS, he served as senior trial counsel for the Director of Revenue in numerous published court of appeals and Missouri Supreme Court cases that have assisted law enforcement in its efforts against drunk drivers on Missouri streets; and,

WHEREAS, in addition to serving as Senior Counsel with the Missouri Department of Revenue, Mr. Smith has served as Administrative Hearing Officer for the Department since 1995, and has also served as Special Assistant Attorney General, Special Assistant Clay County Prosecutor, and Special Assistant Jackson County Prosecutor; and,

WHEREAS, he has given numerous speeches before various agencies, including the Association of Municipal Judges, Kansas City Bar Association, Law Enforcement Traffic Safety Advisory Council (L.E.T.S.A.C.), and the Missouri Law Enforcement DWI conference; and,

WHEREAS, Mr. Smith has devoted more than 16 years of his career assisting law enforcement officers and prosecutors in handling driving cases, including alcohol-related traffic offenses, chemical refusals, licence denials, and other related driver cases; now therefore,
