Body
WHEREAS, Section 1040.1 of the Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source; and,
WHEREAS, Section 1063.00 of the Code requires notification of and approval by the Legislature on such sole source purchases exceeding $5,000.00; and,
WHEREAS, the Purchasing Director recommends a contract with the National Institute for Truth Verification of West Palm Beach, Florida, for the purchase of a computer voice stress analyzer for use by the Sheriff's Department; and,
WHEREAS, the Purchasing Director further recommends that he not take competitive bids with regard to said contract for the reason that the National Institute for Truth Verification is the only known local supplier of its own proprietary computer voice stress analyzer and training in its use; therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Purchasing Director, and that the Purchasing Director be, and is hereby, authorized to execute for the County a contract with National Institute for Truth Verification of West Palm Beach, Florida, as recommended by the Purchasing Director; and,
BE IT FURTHER RESOLVED that the Director of the Department of Finance is authorized to make all payments, including final payment on the contract thereby made.
Enacted and Approved
Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
