Body
WHEREAS, in 1980 Jackson County received funding assistance through the National Parks Service’s Urban Parks and Recreation Recovery (UPARR) program, to make improvements to seven vest pocket and neighborhood park sites; and,

WHEREAS, the grant for this program placed certain restrictions on these seven parks requiring the County to maintain them for parks and recreation use in perpetuity; and,

WHEREAS, changes in neighborhood demographics and recreation patterns have eliminated the need for four of these parks, located at 1314 Garfield, 2522 Chestnut, 30th & Holly, and 3449 Wabash in Kansas City; and,

WHEREAS, the National Park Service is willing to release the restrictions on the use of these parks, if the County is willing to substitute other park land of similar size, and dedicate that land to perpetual parks and recreation use; and,.

WHEREAS, the Director of Parks and Recreation recommends the substitution of the Leon Jordan Memorial Park located at 31st & Benton, as it is of the same approximate size as the parks in question and is a viable park and will likely remain so for the foreseeable future; and,

WHEREAS, the substitution of these parks would benefit the citizens of Jackson County, and the National Park Service approves of this substitution; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Executive be and hereby is authorized to execute the attached Amendment to UPARR Grant Agreement and any and all other documents necessary to effect this substitution of property and consolidation of restri...
