Body
WHEREAS, the Assessment Department is in need of appraisal consulting services to assist in the review of procedures for assessing real property for tax purposes, including modeling programs and systems, documentation procedures, and tools for determining value; and,

WHEREAS, section 1030.1, Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source and requires notification of and approval by the Legislature on sole source purchases exceeding $25,000.00; and,

WHEREAS, the Director of Finance and Purchasing recommends a twelve-month contract with three twelve-month options to extend for the furnishing of property advisory services for use by the Assessment Department, with Todd Appraisals of Kansas City, MO, at a cost to the County for 2015 not to exceed $79,800.00; and,

WHEREAS, the Director further recommends that he not take competitive bids for these services, for the reason that Todd Appraisals is the current provider of property advisory services for the County, and the award of this contract will provide the department with a seamless and consistent reappraisal process; and,

WHEREAS, a transfer is necessary to place funds needed for this contract in the appropriate spending account; and,
