Body
WHEREAS, section 50.535 of Missouri Revised Statutes states that the fees collected to process concealed carry permit applications will be placed in a separate interest-bearing fund, and may be used specifically for equipment, training, and other necessary expenditures to process applications; and,

WHEREAS, the Sheriff has directed the purchase of an automated fingerprint identification system, that will connect to the Missouri State Highway Patrol to electronically submit fingerprints of Concealed Carry Applications in a timely and cost efficient manner, and the Sheriff has directed the use of the Conceal & Carry Weapon Fund for the purchase; and,

WHEREAS, section 1030.1, Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source; and,

WHEREAS, the Director of Finance and Purchasing recommends the award of a contract to Morpho Trak, Inc., of Tacoma, WA, for the furnishing of an automated fingerprint identification system for use by the Sheriff’s Office; and,

WHEREAS, the Director of Finance and Purchasing has determined that Morpho Trak, Inc., is the sole provider of this equipment; and,

WHEREAS, an appropriation is necessary to place the funds in the appropriate spending account; now therefore,
