Body
WHEREAS, the County and City of Independence desire to cooperate to improve services to their citizens relating to the health, treatment, and humane care of pets and other domestic animals; and,

WHEREAS, the City and County are both in need of additional animal shelter facilities and are desirous of cooperating with each other in resolving the problems of providing sufficient services and benefits in this area for citizens of the City and County; and,

WHEREAS, the County and City desire to study the feasibility of a joint animal shelter to provide quality care and services, services that will provide for the humane care and treatment of animals, enhance and facilitate the adoption of healthy, adoptable companion pets, and significantly reduce, if not eliminate, the euthanization of adoptable animals; and,

WHEREAS, it would be mutually advantageous and to the benefit of both the County and the City to jointly cooperate in proceeding forward on this project in order that a complete and cohesive plan be developed for the greatest benefit of both parties; and,

WHEREAS, the attached Cooperative Agreement provides a satisfactory mechanism by which to accomplish this purpose; and,

WHEREAS, the County and City have the authority to enter into this cooperative agreement by section 70.210 et seq. of the Revised Statutes of Missouri; now therefore,
