Body
WHEREAS, Section 1030.1 of the Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source and requires notification to and approval by the Legislature on such sole source purchases exceeding $25,000.00; and,

WHEREAS, Mangrove Software has been providing the current human resources and payroll software and EMC Corporation has been providing maintenance on the EMC SAN mass storage device; and,

WHEREAS, the Director of Finance and Purchasing now recommends that the County renew the agreements with Mangrove Software for an additional one-year term, and with EMC Corporation for an additional six-month term, to provide for maintenance of hardware and software; and,

WHEREAS, the Director of Finance and Purchasing has determined that the services to be purchased, due to their proprietary nature, can only be obtained from one source; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Director of Finance and Purchasing be, and hereby is, authorized to execute for the County renewal contracts with EMC Corporation for a period not to exceed six months, and with Mangrove Software for a period not to exceed one year, for the maintenance of hardware and software for use by the Information Technology Department, as sole source purchases; ...
