RESOLUTION #13537, January 22, 2001

INTRODUCED BY Terry Young and Bob Spence, County Legislators

Enacted and Approved
WHEREAS, after thirty years in education with twenty-five of those years as an administrator, Dr. Mike Watkins will retire on June 30, 2001, as superintendent of schools for the Raytown School District; and,

WHEREAS, Dr. Watkins began teaching math at Raytown Junior High School in 1969, before accepting a commission in the U.S. Army for three years as a lieutenant; and,

WHEREAS, after a second stint as a teacher, he moved into the superintendent ranks, serving as the top administrator in the Stet R-IV School District (Ray County), Northeast R-IV School District in Cairo (Randolph County), and Van-Far R-I School District in Vandalia (Audrain County); and,

WHEREAS, he returned to Raytown in 1986 and served ten years as assistant superintendent before becoming the district's superintendent; and,

WHEREAS, while serving as the Raytown superintendent, from 1996 to the present he:
Reorganized the central administrative structure
Successfully redistricted the elementary school boundaries
Implemented and supported a collaborative bargaining model
Moved the district to a goal-directed organization
Developed a district-wide communications plan
Established a partnership between the Metropolitan Community Colleges and the Herndon Career Center
Attained "Accredited with Distinction for High Performance" for the district
Successfully passed a $47 million school bond issue and a tax levy increase

WHEREAS, Dr. Watkins currently serves on the Raytown Area Chamber of Commerce, and the Raytown Teachers Credit Union and local Rotary Club's boards of directors; and,
