Body
WHEREAS, our country's past industrial practices have resulted in many urban properties that have contamination that causes concern for human health and the environment; and,

WHEREAS, dealing with those problems can be quite complex and very expensive, resulting in a deterrence for the property's further use due to liability concerns; and,

WHEREAS, this situation results in dormant and abandoned properties that contribute to blight and the deterioration of an area, leading to further economic decline and contributes to "suburban sprawl" by encouraging companies to move outwards in search of fresh ground, commonly called "Greenfields;" and,

WHEREAS, the Environmental Protection Agency recognizes these problems and is attempting to address them through a program called the "Brownfield's Economic Redevelopment Initiative," which among other things provides grant funds to cities to establish pilot demonstration projects to show how these areas can be returned to productive use; and,

WHEREAS, the area designated as an Enhanced Enterprise Community in the Kansas City, Missouri area of Jackson County, and Kansas City, Kansas is a prime area of focus for a demonstration project under this program; and,

WHEREAS, the County, Kansas City, Missouri, and Kansas City, Kansas share a common interest in addressing this problem and, with the assistance and support of a wide array of community- based organizations, have developed a grant application for this program; now therefore,
