Body
WHEREAS, the Purchasing Director has solicited formal written proposals on RFP No. 65-04 for the furnishing of drug treatment services for use by the Prosecuting Attorney's Office in its Drug Court program; and,

WHEREAS, in response thereto, he has received bids from Dismas House, Gateway Foundation, K.C. Community Center and Swope Health Services; and,

WHEREAS, the bid from Dismas House is non responsive due to the fact that Dismas House is not certified to provide alcohol and drug abuse treatment by the Division of Alcohol and Drug Abuse as required by RFP No. 65-04; and,

WHEREAS, he has received as the only three qualifying bids from the following:

VENDOR COUNSELING COUNSELING
Gateway Foundation $39.00 $11.00
K.C. Community Center $42.00 $10.50
Swope Health Services $85.50 $8.55

and,

WHEREAS, although Kansas City Community Center is not the lowest bid, after a thorough evaluation, considering the merits of each proposal, the results of the evaluation process and the needs of the program, the Prosecuting Attorney now recommends award of the contract to Kansas City Community Center; and,

WHEREAS, award as recommended would result in a term and supply contract with Kansas City Community Center, for the delivery of drug treatment services from April 1, 2005 through March 31, 2007 at the unit costs set forth above; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as now recommended by the Pros...
