A RESOLUTION authorizing the County Executive to execute a Memorandum of Understanding with the Kansas City Free Health Clinic to provide HIV and Hepatitis services to inmates of the Jackson County Department of Corrections under an existing SAMHSA grant, at no cost to the County.

Body
WHEREAS, the Kansas City Free Health Clinic has acquired grant funding from SAMHSA to provide HIV and Hepatitis counseling and testing services, programming, fiscal oversight, and service coordination for the felony inmate population referred to programming via the existing Jackson County Department of Corrections contract health services provider protocol; and,
WHEREAS, the municipal inmate population at the Regional Detention Center is currently provided said services through a Memorandum of Understanding (MOU) with the City of Kansas City; and,
WHEREAS, it would be beneficial to the County inmate population to have the HIV and Hepatitis services; and,
WHEREAS, a MOU is the appropriate vehicle to provide for this programming for the County inmate population; and,
WHEREAS, the attached MOU with the Kansas City Free Health Clinic adequately sets out the rights and obligations of the parties with regard to this arrangement, at no cost to the County; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the County Execute be and hereby is authorized to execute the attached Memorandum of Understanding with the Kansas City Free Health Clinic.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
