INTRODUCED BY Dennis Waits, Dan Tarwater, Scott Burnett, Eugene Standifer Jr.,
Fred Arbanas, Bob Spence, Rhonda L. Shoemaker,
Robert A. Stringfield, and Henry C. Rizzo, County Legislators


WHEREAS, Hila Newman, affectionately known to national, state and local leaders, friends and neighbors as "Dutch," has benefitted the citizens of the County as an activist in her neighborhood and the entire community through her leadership in both non-partisan civic activities and the Democratic Party; and,

WHEREAS, Dutch currently serves on the Missouri State Democratic Committee's Executive Board, as chairperson of the 10th Senatorial District Committee, and as President of the Westport Landing Democratic Club; and,

WHEREAS, Dutch has served as the 5th Ward Democratic Committeewoman for over thirty (30) years and has represented the State of Missouri eight (8) times as a delegate to the Democratic National Convention; and,

WHEREAS, Dutch was recently appointed to represent the State of Missouri as a delegate to the bipartisan 2005 White House Conference on Aging which is convened once each decade to make policy recommendations to the President and Congress on private and public sector initiatives to secure and promote the dignity, health, independence, and economic well-being of our nation's older citizens; and,

WHEREAS, Dutch is a former vice-chair of the Jackson County Democratic Committee, past president of the State of Missouri Women's Federation Democratic Club, former chair of the Missouri's Fifth Congressional District Committee, and the first woman appointed by a Governor of Missouri to serve on the Senatorial Redistricting Commission; and,
