Body
WHEREAS, St. Luke's Hospital has been selected as one of seven organizations to receive the U.S. Department of Commerce's 2003 Malcolm Baldrige National Quality Award for health care; and,

WHEREAS, the award was established by Congress in 1987 after the accidental death of Secretary of Commerce Malcolm Baldrige, considered by his peers to be an efficiency expert leader who generated improvements in government services; and,

WHEREAS, since that time, the Malcolm Baldrige Award has become one of the nation's most prestigious quality awards; and,

WHEREAS, St. Luke's is the first Kansas City-based organization to attain the top honor under a program managed by the National Institute of Standards and Technology, a non-regulatory agency of the U.S. Department of Commerce; and,

WHEREAS, examiners evaluate policies and procedures based on criteria promoted by the Institute to enhance productivity, facilitate trade, and improve the quality of life; and,
WHEREAS, criteria for the award include leadership, strategic planning, customer and market focus, information and analysis, human resource focus, process management, and business results; and,

WHEREAS, sixty-eight organizations completed extensive applications to be considered for the 2003 awards; and,

WHEREAS, three hospitals were selected as finalists, but only two earned the award after week-long site inspections in October; and,

WHEREAS, "The award gives bragging rights to St. Luke's employees, affirming that, at the national level, we are the best," said G. Richard Hastings, chief executive; now therefore,
