WHEREAS, the Purchasing Director has solicited formal written proposals on Request for Proposals No. 41-01 for the furnishing, installation, and financing of a land records, indexing, receipting, and imaging system for use by the Records Department; and,

WHEREAS, he has received as the lowest three proposals thereon proposals from the following:
VENDOR COST
Lason Systems, Inc. $170,008.00
Troy, MI

Ultima Software Corporation $275,350.00
Hardy, AR

Hart InterCivic, Inc. $399,651.00
Austin, TX
and,

WHEREAS, negotiations have been entered into with Hart InterCivic, Inc., of Austin, TX, as the best bidder to acquire additional equipment and capacity resulting in a final cost proposal of $591,697.45, inclusive of interest at a rate of 5.21%; and,

WHEREAS, the Purchasing Director has recommended that award be made to Hart InterCivic, Inc., of Austin, TX, for the reason that it has submitted the lowest and best proposal; and,

WHEREAS, in the event that change orders to the contract become necessary, it is appropriate that the County Executive be given authority to approve additional expenditures under this c...
