Body
WHEREAS, Ryan Manuel, a Blue Springs High School senior, has accomplished a feat few others have experienced; and,
WHEREAS, Ryan took the ACT test in the fall of 1999 and was recently notified that he received a perfect score of 36; and,
WHEREAS, only 32 out of 387,000 students in the nation who took the test received a score of 36; and,
WHEREAS, Ryan plans to study math and computer science at Massachusetts Institute of Technology in Cambridge, Mass; and,
WHEREAS, Ryan is the son of Evan and Mary Jo Manuel and has one brother, Jeff, and one sister, Jamie; and,
WHEREAS, sincere congratulations and best wishes go out to Ryan for his accomplishments and for striving for academic and personal excellence; therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature congratulates Ryan Manuel upon receiving a perfect score on his ACT.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
