A RESOLUTION honoring the Kansas City Police Department Crisis Negotiation Team and congratulating their placement in the 14th annual Missouri Association Crisis Negotiation Challenge.

RESOLUTION NO. 22036, September 22, 2025

Body
WHEREAS, since 2011 the Missouri Association of Crisis Negotiators (MACN) has been a 501(c)(3) committed to providing quality training to crisis negotiators and first responders; and,

WHEREAS, on June 24, 2025, the KCPD Crisis Negotiation Team did compete in the 14th annual Missouri Association Crisis Negotiation Challenge in Columbia, Missouri; and,

WHEREAS, the challenge demonstrated real-life scenarios that involved various situations including some with civilians, children, cryptic phone calls, cooperating and uncooperating subjects; and,

WHEREAS, performance in the challenge is composed of scoring in the following categories; Intel Development, Threat Assessments, Rapport with Subjects, Identification of Subjects, Teamwork, Leadership by the Team Leader, Peaceful Surrenders and the Upkeep of Intel Information; and,


WHEREAS, the KCPD team demonstrated tactical skills in acquiring intel information that earned high scoring points in all categories of the competition and accumulated to a final score higher than the average; and,

WHEREAS, the KCPD Crisis Negotiation Team's outstanding performance resulted in a first-place win for the third time in the last four years; and,

WHEREAS, the performance qualified the team to compete in the National Tactical Officers Association's challenge in October 2025; now therefore,

BE IT RESOLVED that the Jackson County Legislature does hereby recognize and honor the Kansas City Police Department Crisis Negotiation Team for their competition and victory in the 14th annual Missouri Association Crisis Negotiation Challenge.
