Body
WHEREAS, the Assessment Department has a need for scanning services to scan personal property tax declarations; and,

WHEREAS, the Director of Finance and Purchasing has solicited formal written bids on Invitation to Bid No. 5-16 for the furnishing of these services; and,

WHEREAS, a total of twenty-nine notifications were distributed and three responses were received and evaluated from the following:

TDB Communication, Inc. $0.170
Lenexa, KS

Opus Solutions $0.085
North Kansas City, MO

ARC Document Solutions $0.125
Kansas City, KS

and,


WHEREAS, pursuant to section 1054.6 of the Jackson County Code, the Director of Finance and Purchasing recommends award for scanning services to TDB Communication, Inc., of Lenexa, Kansas; and,

WHEREAS, although TDB Communications is not the lowest bid, after a thorough evaluation of the proposals received and consideration of the references of each vendor, the Assessment Department staff recommends award of the contract to TDB Communications as the best bidder meeting specifications; and,

WHEREAS, this award is made on an as needed basis and does not obligate Jackson County to pay any amount, with the availability of funds for specific purchases remaining subject to annual appropriation; and,

WHEREAS, a transfer is necessary to place the funds required for this purchase in the proper spending account; and,

WHEREAS, the County Executive recommends this transfer; now therefore,
