RESOLUTION # 11367, July 22, 1996

INTRODUCED BY Dennis Waits, County Legislator

Body
WHEREAS, Ricky Collins, a 13-year-old student at Palmer Junior High School and Sugar Creek resident, was in his front yard with his siblings when he heard a faint cry for help coming from his neighbor's house; and,

WHEREAS, knowing that his neighbor, Gary Leach, had diabetes, he approached his house and once again heard a cry for help; and,

WHEREAS, after discovering that the doors to the house were locked, Ricky found an open window which he was able to climb through, though with some difficulty, and found his neighbor lying on a sofa in his garage, unable to get up; and,

WHEREAS, noticing that his neighbor was barely able to breathe or talk, Ricky immediately called the police and ran to another neighbor's house for assistance; and,

WHEREAS, Mr. Leach was rushed to the hospital where he was treated for his diabetes and for blood poisoning from an infected wound on his wrist; and,

WHEREAS, Ricky deserves the highest of praise and a big thank you for acting in such a responsible manner and for displaying good judgment and extreme compassion in a situation where another person could have easily lost his life; therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Legislature commends Ricky Collins for his quick, heroic action in coming to the aid of a neighbor in true need of assistance.

Effective Date: This Resolution shall be effective immediately upon its passage by a majority of the Legislature.
