Body
WHEREAS, the voters of Jackson County, Missouri, renewed their sales tax for seven years to provide funding for the fight against illegal drugs in our community; and,

WHEREAS, the proceeds and interest generated from this tax are deposited in a special Jackson County Anti-Drug Sales Tax Trust Fund that is segregated and not commingled with the general fund or any other special funds of the County; and,

WHEREAS, the voters and the Legislature authorized the COMBAT Commission to contract with any organization or entity, whether public or private, which engages in anti-drug treatment and rehabilitation activities, for the purposes of treatment and rehabilitation of drug users; and,

WHEREAS, the COMBAT Commission, through the Purchasing Department, previously issued Request For Proposals 125-97, inviting qualified organizations to submit proposals for the providing of treatment services; and,
WHEREAS, the organizations, listed on the document attached hereto as Exhibit A, all engage in drug treatment and rehabilitation activities, and are otherwise qualified to contract with the County for the expenditure of anti-drug sales tax funds; and,

WHEREAS, the COMBAT Commission, with the assistance of the Prosecuting Attorney and private consultants, reviewed all of the proposals submitted by said organizations and considered staff review and comments thereon; and,

WHEREAS, the COMBAT Commission desires to assist these organizations in the provision of services and has recommended the expenditure of anti-drug sales tax...
