Body
WHEREAS, the Assessment Department has a continuing need to access the National Automobile Dealers' Association (NADA) price guide for valuing vehicles for personal property tax accounts within the County; and,
WHEREAS, pursuant to section 1030.1 of the Jackson County Code, the Directors of Assessment and Finance and Purchasing recommend a contract for the furnishing of the needed NADA price guide and services be awarded to J.D. Power of Troy, Michigan, as a sole source purchase; and,
WHEREAS, award as a sole source purchase is appropriate because the use of the J.D. Power NADA price guide in vehicle valuation is required by state statute RSMo ?137.115; and,
WHEREAS, the Director of Assessment and Director of Finance and Purchasing recommend the purchase of the NADA price guide from J.D. Power of Troy, Michigan, as a sole source, because there is no other company that can provide access; now therefore,
BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Director of Assessment and Director of Finance and Purchasing; and,
BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be and hereby is authorized to make all payments, including final payment on the contract.

Effective Date: This resolution shall be effective immediately upon its passage by a majority of the Legislature.
