AN ORDINANCE transferring $240,000.00 within the 2019 General Fund and appropriating $100,000.00 from the undesignated fund balance of the 2019 Health Fund, and authorizing the County Executive to execute an Intergovernmental Cooperative Agreement with the City of Independence, MO, to set out the terms of the management and operation of the Jackson County Regional Animal Shelter, at a cost to the County in 2019 in the amount of $340,000.00.

Body
WHEREAS, by Resolution 19675, dated December 11, 2017, the Legislature awarded a sixty-month contract to Great Plains SPCA of Merriam, KS, for the management and operation of the Jackson County Regional Animal Shelter; and,
WHEREAS, Great Plains has given notice to the County that it will no longer operate the shelter effective July 1, 2019; and,
WHEREAS, the City of Independence and the County have negotiated the attached Intergovernmental Cooperative Agreement whereunder the City will assume operations of the Regional Animal Shelter; and,
WHEREAS, under the proposed Agreement, the City of Independence has agreed to sell to the County the approximately seven acres of land that the Regional Animal Shelter is located on, for the sum of $240,000.00; and,
WHEREAS, the County will then lease to the City of Independence the Regional Animal Shelter facility and site with all the existing furniture, fixtures, and equipment for an initial term of two years, with a provision for an extension on such terms as may be mutually agreed; and,
WHEREAS, the County will pay the City the annual sum of $100,000.00 for each of the initial two years of the Agreement, to assist the City with transition costs associated with assuming responsibility for the operation of the facility; and,
