Body
WHEREAS, Frances Barbookles began her career at Jackson County in 1972, working in the Assessment Department handling individual personal property accounts, assisting taxpayers in person and by phone, filing declaration forms, and adding and processing new accounts to County tax records; and,

WHEREAS, Frances has served in the Assessment Department, Business Personal Property Section, Taxpayer Assistance Section, and Mapping Section during her career with Jackson County; and,

WHEREAS, Frances was among the first employees to implement the sketch vectoring process for Jackson County real estate accounts; and,

WHEREAS, Frances was instrumental in the processing of the Missouri homestead exemptions and the implementation of the Certificate of Value requirement in January 2004; and,

WHEREAS, in 2001 Frances earned the Local Government Customer Service Certificate of Achievement from the Government Training Institute of the Mid-America Regional Council, which was designed to increase customer service skill and employee effectiveness; and,

WHEREAS, in 2002 Frances was awarded a certificate of completion for in-house computer training courses; and,

WHEREAS, during her tenure, she has received numerous complimentary letters from law enforcement agencies, circuit court judges, the Missouri State Attorney General's Office, and two prior County Executives; and,

WHEREAS, in recognition of her record of outstanding accomplishments, the Greater Kansas City Chapter of the Federal Executive Board presented Frances with its Lifetime Achievement in Public Service Award in a ceremony in May 2007; and...
