Body
WHEREAS, by Resolution 20721, dated July 12, 2021, the Legislature did authorize the County Executive to execute a commercial real estate sales contract with Park Holdings, Inc., of Wichita, KS, for the purchase of a property located at 7000 E. 40 Highway, Kansas City, MO, for use as the site for a new Jackson County Detention Center, at a cost to the County not to exceed $7,050,000.00; and,

WHEREAS, the City of Kansas City and the County have an interest in keeping Jackson County citizens safe and developing a regional solution to housing inmates in the County; and,

WHEREAS, the City of Kansas City, Missouri desires to use a portion of the property adjacent to the new County Detention Center site for the construction of housing for city detainees for a fee payable to the County in the amount of $2,300,000.00, with an option to share certain costs associated with a regional detention center; and,


WHEREAS, in the interest of safety, the parties have agreed that in its operation of a new facility, the City of Kansas City will discharge releasees by transporting them to a pre-determined location away from the property as agreed upon in advance by the parties; and,

WHEREAS, to create a cohesive campus, the City agrees to coordinate in good-faith with Jackson County on the appearance of the facility; and,

WHEREAS, in addition to the City's own procurement requirements, the City agrees to comply with Jackson County's Responsible Bidder Requirements as set forth in Chapter 11 of th...
