Body
WHEREAS, the Parks + Rec Department has developed and implemented the County's Blue River Parkway Master Plan; and,

WHEREAS, a central goal of the plan is to partner with local agencies to improve the park and access to the park through recreational programs and initiatives; and,

WHEREAS, the Heartland Conservation Alliance (HCA) is a community based non-profit organization, focused on the protection and restoration of the natural environments along the Blue River and community engagement with the citizens of the County on the importance of protecting our most valuable natural resources through outdoor education, stewardship, and recreational programming; and,

WHEREAS, the Director of Parks + Rec recommends the execution of the attached Memorandum of Understanding (MOU) with the HCA for programming, and improvement of the Blue River Parkway; and,


WHEREAS, the attached MOU further outlines and clarifies the responsibilities of the Alliance and the County; and,

WHEREAS, this MOU creates no employment relationship between HCA and the County; and,

WHEREAS, the execution of the attached MOU is in the best interests of the health, safety, and welfare of the citizens of Jackson County; now therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that the Director of Parks + Rec be and hereby is authorized to execute, on behalf of the County, the attached MOU with the Heartland Conservation Alliance; and,

BE IT FURTHER RESOLVED that the Director of Finance and Purchasing be and hereby is authorized to make all payments...
