Title
A RESOLUTION declaring certain equipment as surplus personal property and authorizing its disposal by way of trade-in, on ten H&K MPS/40A2 (NT) submachine guns with sound suppressors and miscellaneous items, to Spectre Guns of Blue Springs, MO, as a sole source purchase, and at no cost to the County.

Body
WHEREAS, the Sheriff's Department has certain personal property that has become excess to the needs of the County as follows:
4 each Colt Thompson machine guns
2 each Reising machine guns
2 each UZIs
1 each Colt AR-15/M-16's
6 each MP-5 machine guns
2 each M-1 carbines
1 each H & R dart gun for animals
2 each military surplus PVS Starlite scopes
1 each military surplus gun safe
and,
WHEREAS, this equipment has become obsolete and unusable; and,
WHEREAS, the Director of Purchasing recommends that said property be declared surplus; and,
WHEREAS, Section 1131., Jackson County Code, authorizes the disposal of surplus personal property; and,
WHEREAS, Section 1040.1 of the Jackson County Code, 1984, eliminates the requirement for competitive bidding when items to be purchased can be obtained from only one source; and,
WHEREAS, Section 1063.00 of the Code requires notification of and approval by the Legislature on such sole source purchases exceeding $5,000.00; and,
WHEREAS, the Purchasing Director recommends a contract with Spectre Guns of Blue Springs, MO, for the furnishing of ten H&K MPS/40A2 (NT) submachine guns with sound suppressors and miscellaneous items for use by the Sheriff's Department; and,
WHEREAS, the Purchasing Director further recommends that he not take competitive bids with regard to said contract for the reason that Spectre Guns of Blue Springs, MO is the sole local supplier o...
