INTRODUCED BY Henry C. Rizzo, Dan Tarwater, and Dennis Waits, County Legislators

Body
WHEREAS, the Missouri Sexual Offender Registration Act (SORA), ยงยง 589.400 et seq., RSMo, requires persons who have been convicted of certain crimes relating to sexual misconduct to register with the Sheriffs of their counties of residence on a periodic basis; and,

WHEREAS, SORA also prescribes certain penalties for those who fail to register as required; and,

WHEREAS, in Jackson County, the Sheriff had previously retained retired law enforcement officers on a contract basis to investigate persons suspected of not registering as required by SORA; and,


WHEREAS, the Sheriff has advised that he has no funds to retain these contract investigators in his 2007 budget, but has announced that he will temporarily reassign two deputies on his staff to this function until other arrangements are made; and,

WHEREAS, the Legislature believes that investigating cases of noncompliance with SORA should be a priority for those charged with its enforcement; and,

WHEREAS, the Legislature and County Executive are committed to finding the funds and retaining the persons necessary to perform this function in a competent and professional manner; and,

WHEREAS, the Legislature recognizes that, due to a charge in state law regarding the County Executive's authority to retain experts and consultants, if the County Executive is going to retain investigators for this purpose, there must be a competitive bid/search process; now therefore,
