WHEREAS, under Governor Jay Nixon's plan to make the operation of State motor vehicle and drivers license offices for the Missouri Department of Revenue (MoDOR) more cost effective and less political, MoDOR is utilizing a new, non-partisan bid process for the selection of fee agents to operate license offices throughout the state; and,
WHEREAS, the City of Grandview and the City of Blue Springs are submitting bid proposals for selection as fee agents; and,
WHEREAS, the City of Grandview's motor vehicle and drivers license office has been in the City since 1984, when its then Mayor convinced the Governor that a city could run a license office more effectively for the benefit of the citizens, and with no partisanship involved in its operation; and,
WHEREAS, because the office is located in City Hall, individuals who have not paid their personal property taxes, who have lost their receipts, or who need tax clearances can simply walk across the hall to obtain those items; and,
WHEREAS, in 2008, the Grandview office handled just over 110,000 transactions for the Missouri Department of Revenue, and the office is consistently cited for having one of the lowest error rates in the state; and,
WHEREAS, the City of Grandview ranks in the top fifteen percent of the fee offices in number of transactions handled, and its inventory loss has been consistently low over the past twenty-five years; and,
WHEREAS, the City of Blue Springs' motor vehicle and drivers license office has been in the City since 1975, with no partisanship involved in its operation; and,
