Body
WHEREAS, the Purchasing Director has solicited formal written bids on Bid No. 162-98 for the furnishing of urinalysis testing for use by the Prosecuting Attorney's Office to provide for departmental needs for the upcoming one_year period; and,

WHEREAS, the response of the first Request for Proposal did not meet the approval of the Anti-Drug Committee and therefore, a second bid process was initiated with only one vendor responding, Health Productivity Systems, Inc; and,

WHEREAS, because the costs from the second bid from Health Productivity Systems, Inc., was deemed unsatisfactory, negotiations between the County and Health Productivity Systems, Inc. began and an alternate plan was agreed upon at a cost of $100,000.00 to the County; and,

WHEREAS, the County Executive has recommended that award be made to Health Productivity Systems of Kansas City, MO, for the reason that it has submitted the lowest and best bid; therefore,

BE IT RESOLVED by the County Legislature of Jackson County, Missouri, that award be made as recommended by the Purchasing Director, and that the Purchasing Director be, and is hereby, authorized to execute for the County any documents necessary to the accomplishment of the award; and,

BE IT FURTHER RESOLVED that the Director of the Department of Finance is authorized to make all payments, including final payment on the contract, to the extent sufficient appropriations to the using spending agency have heretofore been made in the current Jacks...
