Body
WHEREAS, on January 2, 2003, Thomas C. Kirkwood retired as Director of Public Works after many years of dedicated service to the citizens of Jackson County in both the private and public sectors; and,

WHEREAS, Tom graduated from the Kansas City, Missouri public school system and earned Engineering degrees from the University of Oklahoma and Stanford University; and,

WHEREAS, he is a licensed professional engineer in Missouri and several other states; and,

WHEREAS, a few of his professional accomplishments include: president of the Main Street Corridor Development Project and past president of the Kansas City Metropolitan Chapter of the American Public Works Association, the Greater Kansas City Post of the Society of American Military Engineers, and the Missouri Society of Professional Engineers; and,

WHEREAS, additionally he served regional public clients, including Jackson County, as a consulting engineer in technical design and project management for five decades, and later as president of his own firm and a principal in a top area firm after a merger; and,

WHEREAS, his experience in private practice while serving the public sector applied directly to the needs of the County and led to his appointment as Director of Public Works on March 26, 2001; and,

WHEREAS, during his service as director, two key accomplishments of the Public Works Department included construction and occupancy of the new public works maintenance facility near Grain Valley (ahead of schedule and under budget), and the successful management of the clean-up and infrastructure restoration following the devastating ice storm of January 2002; and,
